About Geoff Cooper :

Geoff Cooper is the Chief Executive at Te Waihanga and brings extensive experience in global policy. His career includes roles with the United States Federal Reserve, the European Bank for Reconstruction & Development, and the United Nations. Previously, he served as Chief Economist for both PwC and Auckland Council, where he focused on infrastructure, housing, regulation, and financial policy, and contributed to developing the business case for Auckland’s City Rail Link.

The New Zealand Infrastructure Commission (Te Waihanga) is an independent Crown entity established by the New Zealand Government to plan, coordinate, and advise on the country’s long-term infrastructure strategy. The full name in Māori, Te Waihanga, means “the creation” or “the building”, which reflects its role in shaping how infrastructure supports New Zealand’s wellbeing and future development.
