What is NAMS+

NAMS+ is a subscription-based product designed to provide high value/low cost infrastructure planning and decision support for any asset intensive organisation irrespective of size.

It provides the tools and guidance, to assist organisations in writing and updating their Asset Management Policy, Strategy and Plans aligned to the Financial Strategy and Plan.

Asset Management Plans:

  • Document the services provided by the organisation,
  • Provide expenditure forecasts for consideration in the organisation’s Long-Term Financial Plan,
  • Provide a basis for consultation with decision makers, customers/community on the services they really need, and what they can afford to pay, and
  • Facilitate the reaching of a financially sustainable position where the organisation can provide services at an agreed level and cost.

Developing annual forecasts for your preferred service delivery model will enable your organisation to communicate service, cost and risk trade-offs with your decision makers and stakeholders.

NAMS+ Mentors


Allen Mapstone
Director, Strategic Asset Management, IPWEA Australasia

Allen holds an Honours Degree in Civil Engineering along with post graduate management qualifications. He has extensive experience in all aspects of asset management planning, operations and corporate planning. 

Allen has senior experience in local government asset management and has been involved in many projects throughout Australia as well as implementing improved asset management practices in Canada. This includes work with the Institute of Public Works Engineering Australasia (IPWEA), and a number of Australian State Government Departments to implement the organisational maturity improvements for asset management and financial reporting. 

Since 2006, Allen has been the principle trainers and developers for the IPWEA NAMS+ asset management toolkit and has provided training extensively across Australia and in Canada.


Steve Walker
Principal, Asset Engineering

Steve is an experienced Civil Engineer with over 30 years’ experience in the practical application of infrastructure management gained from private consultancy and senior positions in Local Government.

He has a passion for innovation and improvement and is involved in the further development of Local Government through the technical application of asset management and associated training.

Steve has been working with the IPWEA since 2007 in the development and resourcing of the NAMS+ program.
