Sneak peek at the new IPWEA FLEET Plant & Vehicle Management Manual - Edition 4

The new Plant & Vehicle Management Manual (PVMM), now in its 4th edition, is one of the most comprehensive guides for fleet practitioners.

There were over a dozen organisations and more than 15 individuals with fleet management expertise providing content, review and/or comment as the manual was being developed. IPWEA FLEET leveraged systematic peer review to ensure that the document would remain practical in its application and reflect best practice.

The 28 chapters cover a myriad of topics relevant to the fleet industry. This is a go-to guide that fleet managers will refer back to on a regular basis. Key areas include:

Each key area includes an introduction and then expands beyond basic concepts to help fleet practitioners grasp the intricacies of fleet management no matter how simple or sophisticated the infrastructure. This was supplemented with the use of maturity guides.


When re-designing the PVMM Ed4, IPWEA FLEET recognised that the fleet management practices of organisations differed depending on needs. For example, a small infrastructure maintenance company with few assets and limited funding would not be expected to have the same level of sophistication in their fleet management systems as a large well-funded and resourced Council. Given this, a 3-level approach using maturity guides was undertaken to highlight Basic, Core and Advanced levels of sophistication. The maturity guides define what should be expected at various levels of maturity and therefore what management tools and techniques will be appropriate for various organisations.

Another area of increased focus and importance was fleet performance reporting. The 4th edition now establishes ten primary key performance indicators (KPIs) that are especially useful when reporting on fleet performance for an organisation. These KPIs include:

  1. Utilisation
  2. Optimum asset replacement
  3. Whole-of-life cost
  4. Availability and / or downtime
  5. Maintenance failures (fault repairs)
  6. Flat-rates or estimated repair times
  7. Scheduled to unscheduled maintenance ratio
  8. Scheduled preventative maintenance program compliance
  9. Repair turnaround time (Advanced metric)
  10. Downtime cost (Advanced metric).

These primary KPIs can be used to actively manage a plant and vehicle fleet and are included in the PVMMs Quick Guide. The Quick Guide lists easy-to-understand metrics that may be added to or used in accordance with specific fleet and organisational requirements. In addition, the Quick Guide provides an overview with a number of case studies detailing real examples provided by plant and vehicle fleet practitioners.

There are 28 appendices that provide a broad range of examples and templates.  Examples include Best Value Assessment, Pre-Purchase Risk Assessment, Whole of Life Cost Calculation, Succession Plan, Daily Inspection Checklist, Sample Service Level Agreement and much much more.
