Managers: How Competent are you (& your staff) in AM Plans?

It’s a common tale:  council staff are being asked to complete asset management plans across their departments, without necessarily having the skills in house to write them.

Nambucca Shire Council, like many other local governments, has been on an asset management journey, according to Council’s Assistant General Manager – Engineering Services, Paul Gallagher.

Gallagher was faced with the conundrum of asking staff to complete asset management plans for him, without having the skill himself.

“Being in charge of the engineering department, I have always had staff prepare these plans for me,” said Gallagher. “I really wanted to understand the ‘nuts and bolts’ and get a better appreciation of NAMS.”

He, and two members of his team, signed up to complete IPWEA’s Professional Certificate online course, which teaches participants how to write their own asset management plans. In addition, they gain an understanding of NAMS.PLUS tools and templates.

The course is delivered in eight modules over 11 weeks. Participants can interact with presenters and other participants during online ‘live’ sessions and are required to complete coursework to achieve the accreditation.

The nature of the online course allowed Gallagher to spend an interactive 90-minute session with his colleagues – as well as network with the presenters – and work on the homework component at his leisure prior to the next session.

“Until I did the course, I did not appreciate the work and data required that goes into [asset management plans] until now,” said Gallagher, who added that it allowed him and his team to create an asset management plan that could be put into effect straight away.

“The course cost outlaid by Council was paid back immediately ‘tenfold’,” he said. “I also have a better working relationship with my assets team, as I understand their work much better and the need for good data and records.”
