Asset management plans (AMP) define the services and service levels to be provided, how the services are to be provided and what funds are required to provide the services. They are an essential tool for organisations that provide services from long life infrastructure assets. We can’t produce effective budgets and long term financial plans without good quality AMPs.
NAMS.PLUS2 is designed to help organisations produce their own quality AMPs. It is based on the International Infrastructure Management Manual 2011 (IIMM) and includes a suite of online templates, tools and guided pathways, supported by a training program. 
NAMS.PLUS2 is suitable for all councils and organisations that provide services from infrastructure. Here’s a seven-point guide on how it works:
1) Subscription based program
NAMS.PLUS2 is an organisation based subscription program. There is a once off joining fee based on the Council population and an ongoing annual subscription. NAMS.PLUS2 entitlements are multi-user for ALL staff in the organisation. Training workshops for NAMS.PLUS2 subscribing organisations are conducted around Australia each year. A help desk and online back up support are available.
2) Online tools
Each subscribing organisation gets its own specific online secure site. Log on to the site provides access to the NAMS.PLUS2, online tools, templates and modelling.
3) Online modelling
There are three methods for modelling:
- Capital renewals from the asset register;
- Data from external systems (e.g. PMS, etc.);
- Network renewals plus defect repairs.
4) Allow for growth
You can make allowance for growth projections based on annual increases in assets and forecast population changes. You will also be able to consider future demand and measures to manage demand.
5) Manage risk
Access is provided to a Risk Register and Risk Management Plan template. This will help you to understand the consequences where service levels are below desired levels, to formulate a risk treatment plan and understand the service risks associated with deferring proposals.
6) Assess maturity
To determine where you currently are with asset and financial management, there is an AM maturity assessment tool. This will help you to compare the processes that you have in place with the nationally consistent frameworks for sustainability. It will also give you guidance for priorities for improvement.
7) Project financials – develop strategies
The modelling provides detailed financial projections, indicators and reports. An AM Strategy template is another one of the great resources available. This will enable the organisation to show the current status of assets and how the asset portfolio can meet the future service needs of the community.
