Terms and Conditions

Cancellation:

Participants may cancel their enrolment at any time. Cancellations received prior to the commencement of the course will not incur any penalty. Cancellations received after the course has commenced will be required to pay 100% of the course fee.

Enrolment suspension and transfer:

  • Applications to suspend and transfer enrolment to the next course must be received by the course administrator before the start of Module 1.
  • Applications for suspension and transfer received after commencement of Module 1 will incur a fee equal to 50% of the course registration fee to transfer to a future course.
  • Participants who have transferred enrolment to a Course must recommence on the next available course.
  • Participants who are granted an enrolment suspension and transfer will be provided access to all modules of the subsequent Course. Any of the work completed on the eLearning portal during the initial enrolment will not be transferred to the subsequent course.

Course fee payment:

Participants must ensure course fee payments are complete prior to the commencement of the course. In the event of late enrolments, IPWEA will accept an official Purchase Order as proof of pending payment. Participants who have not paid the course fee, do not receive feedback on their assignment submissions and cannot complete the course.

Extensions:

Extensions to complete work/assignments which are due will only be given in the following circumstances:

  • Illness or injury of the candidate or his/her immediate family where the candidate is one of the primary caregivers;
  • Death or incapacity of a family member or close relative;
  • Abnormal or unanticipated work load resulting from entity restructures or severe natural weather events such as earthquakes, storms, floods.

Assignment:

Assignments must be the participant’s own work. The use of AI to complete assignments can be detected. Participants using AI to complete assignments are not demonstrating that they understand the key concepts in the course and will be asked to resubmit.

Course Closure and Finalisation:

Participants will have access to the online course environment, IPWEA eLearning platform for a reasonable period following the conclusion of the course to facilitate assignment completion.

Our commitment to participants:

  • The Assignments will remain confidential and will only be used for the mentor’s assessment and feedback.
  • Mentors will respond to participant questions in a timely manner.
  • Mentors will provide support to all participants as far as practical to assist them to complete the course.

Privacy:

Personal information will be handled in accordance with IPWEA’s privacy policy, available on IPWEA’s website.

Use of AI tools:

IPWEA appreciates the convenience and assistance that artificial intelligence (AI) tools offer. However, to ensure you achieve value from the learning experience, we strongly recommend limiting the use of AI in your interactions, discussions and assessment submissions. This course is designed to enhance your individual critical thinking, problem-solving abilities, and professional skills. Using AI extensively may hinder this development. While we don't entirely prohibit the use of AI, we ask you to use such tools responsibly and primarily for tasks like organising or summarising thoughts, rather than to generate submissions. Any work submitted should reflect your understanding, insights, and the contextualised application of the knowledge gained throughout the course. Any excessive reliance on AI detected in submissions may impact assessment outcomes.

By completing this course, elected members will gain a clear understanding of infrastructure asset management principles and their role in strategic decision-making. They will learn how to support sustainable service delivery through informed governance. Participants will be equipped to champion long-term financial and asset planning within their organisations.

 

CPD Points

Participants who complete the Infrastructure Asset Management Planning for Elected Members course will earn 10 CPD hours. These hours are calculated based on the course's structured learning activities, including four live webinars, readings, case studies, and reflection exercises over a four-week period .

Module Details

Module 1: Setting the Scene

This module covers asset management, long-term financial planning and other long-term plans, to support informed decision-making and safeguard the long-term viability of organisations and our communities.

Module 2: AM Enablers

This module covers the people, roles and actions required to support asset management within the organisation and the required Governance practices which make it work.

Module 3: Consider the Options

This module covers concepts in sustainable service delivery, such as the nature of the service, its current quality level, the risks tied to its delivery, and the costs involved in its provision.

Module 4: Your role as an Elected Member

This module covers elected members' role in managing infrastructure assets, and their responsibilities which directly impact their communities.

Once you complete your registration, you will receive an email containing detailed instructions on how to log in, along with additional relevant information. There are no specific pre-requisites for this course. It is designed to cater to professionals from various backgrounds who are interested in asset management. However, a basic understanding of asset management concepts or experience in an asset-intensive organization can be beneficial.

Completing the IAMG course can significantly enhance your career by:

  • Providing practical skills in asset management planning and governance.
  • Qualifying you for the Certified Asset Management Assessor (CAMA) certification under the World Partners in Asset Management (WPiAM) Global Certification Scheme.
  • Enabling progression to Certified Practitioner in Asset Management (CPAM) or Certified Senior Principal in Asset Management (CSAM) designations, with the requisite experience.

This is a 100% online program, which gives you the flexibility to adapt your training to your professional and personal needs. You will be guided throughout the program by a personal learning mentor who will help you with activities.

What You'll Study

Each of the four modules requires you to work through the online materials each week, comprising assessment activities and reading excerpts from the International Standards and IIMM publications.

 

QnA Session

You can also attend an (optional) 45-minute * online session held each Thursday, where key concepts will be covered, and you’ll have the opportunity for Q&A with our IPWEA subject matter experts.

 

Assessments

After each of the four Modules, you will be asked to complete a short assessment task designed to consolidate your learning.

Ross Goyne is a qualified Civil, Municipal and Water / Wastewater Engineer with over 44 years? experience. He worked in Local Government in many senior management roles for a period of 27 years in seven municipalities across two states. Moving to private industry in 2005 he ran his own consultancy Director Ross J Goyne Consulting P/L for over 13 years. The consulting focussed on providing specialist support for public works organisations in Asset Management and Project Management. Ross has passion for and been involved with Asset Management and Geographic Information Systems since the early 1990's and was the recipient of an Institute of Municipal Engineering Foundation - Overseas Study Tour award to the US and Canada in 1992 to further study these topics. In 2013 he was the recipient of the prestigious Municipal Engineering Foundation Victoria, Excellence in Engineering Medal (The Cedric Tuxen Medal).

For the past 15 years he has consulted and conducted training courses nationally, focussing primarily on local government financial sustainability issues. He is a co-author of IPWEA’s International Infrastructure Financial Management Manual and has written other guidelines material and conducted training courses for IPWEA to assist councils with financial sustainability and asset management. Most recently he has helped prepare content of IPWEA’s new and successful international online course, Professional Certificate in Infrastructure Financial Management.

Since starting with local government nearly 25 years ago, Adam has held a number of senior roles in asset financial management in NSW State Government, Federal Government and the University sector. In more recent times, Adam has worked as a consultant to several NSW local governments, specialising in the integration of Asset data with large ERP systems, data modelling, capital expenditure management, AMP preparation and asset financial management. Adam is a CPA with an economics degree and also holds a Master of Business Administration.
