About the FLEET Council

A handpicked advisory committee of fleet experts from around Australia created to provide guidance in best practice plant & vehicle management and to support the IPWEA Fleet program.

The primary role of the Fleet Council encompasses:

  • Creating standards
  • Developing products & resources to meet fleet practitioners and operators needs
  • Providing fleet program direction
  • Peer review for all new IPWEA FLEET products and services

Steve Colliver

Steven has been employed by Dubbo Regional Council for over 20 years and has worked at four other Councils across the Country and has worked in private industry, the mining sector and the aviation profession. Steve has formal qualifications in mechanical and aeronautical engineering and a Masters in Business Administration. He is currently the Chair of the IPWEA FLEET Council and is passionate about Fleet Management and the advancement of our profession.

Andrew Railz

Andrew is the Manager Fleet & Maintenance Services of Bundaberg Regional Council and is an experienced fleet manager with 20 years local government experience. He is also the Managing Director of ‘Railz Asset Management’.

Railz Asset Management is a specialist fleet management consulting firm providing proven solutions to those organisations that operate plant, vehicle and equipment fleets.

Andrew is a trade qualified diesel fitter, has tertiary qualifications in Maintenance Management & has completed extensive fleet management training in the United States, as well as being the Deputy Chairperson of the IPWEA FLEET Council.

Andrew Douglas

Andrew Douglas

Andrew Douglas is the current Coordinator Fleet and Depot Support at Baw Baw Shire Council. Andrew has had some 40 years’ experience across a wide range of roles from Technical Officer to General Manager covering both Public and Private Sectors in Engineering, Construction, Power, Water, Vegetation Management, Plant Design and Fleet Management.

Andrew has an extensive background in development and innovation with the ability to achieve both cultural and technological change along with cost rationalisation. Andrew has led both local and interstate teams with up to 200 staff across 3 states.

Andrew holds a Diploma of Mechanical Engineering, Advanced Diploma in Project Management along with Cert 4 in training and various contract and value based management certifications.

Scott Owen

Scott is the Executive Fleet Manager for Brisbane City Council.

Scott has over 10 year’s experience in Fleet Management and enjoys examining the strategic requirements of the now and the future.

Most recently he led Fleet Services with Townsville City Council.

Scott holds qualifications in Electrotechnology, an MBA in Business Administration as well as a Post Graduate in Strategic Leadership.

Dean Gutteridge

Dean Gutteridge

Dean Gutteridge is a trade qualified mechanic with tertiary qualifications in mechanical engineering and business management.

Since 2004, Dean has held the role of Manager Fleet for the City of Gold Coast, having previously been Director of Engineering Services for Narrabri Shire Council (NSW), and Mechanical Engineer Mobile Plant for Gosford City Council. His current responsibilities include providing cost competitive and effective vehicle, plant and equipment resources to the entire organisation (6,500 vehicles, plant and equipment with a replacement value of approximately $120 million).

Dean leads a multi-disciplinary team of over 200 staff and labour hire resources, and numerous contractors and sub-contractors with an operational expenditure of approximately $37 million.

Graham Morris

City of Greater Geraldton

Graham Morris

Graham Morris is Manager, Fleet Services, at the City of Greater Geraldton, where he has been since 2016. His local government experience includes ten years managing the fleet at the City of Busselton, and time at the City of Stirling and the Town of Victoria Park.

Graham qualified as a diesel mechanic and worked for many years in municipal and long distance passenger transport. He completed a three year RAU Diploma in Road Transport, majoring in passenger transport, and has also completed the IPWEA Fleet Management Certificate.

Graham enjoys the challenge of working on complex specifications for specialised operational requirements, and procuring best value plant and vehicles.

Mark Mills

Fleet Manager at Sutherland Shire Council and a serving member on the IPWEA Fleet National Council. He commenced his career as a mechanic and then progressed into a Fleet Management role with Wollongong City Council in 1996, before moving to Sutherland Council in 2012 to take on new challenges implementing significant innovative reforms in areas of Light & Heavy Fleet Management, Workshop Operations and Fleet Risk Management (specifically HVNL CoR).

Peter Armour

Peter is recognised as an industry leader with 17 years of fleet management experience, recently returning to local government fleet management following four years working in the not-for-profit sector where he achieved the prestigious AfMA 2017 Fleet Manager of the Year Award.

Never shy to take on new and interesting challenges, Peter’s return to a now amalgamated council has enabled him to be innovative and use his evidence based, pragmatic approach to improve business operations in a challenging environment whilst maintaining typical business as usual demands.

Peter is the newest member of the IPWEA Fleet Council and is Chair of the Newcastle (NSW) branch.

Thomas Brayley

Thomas Brayley

Thomas has worked in Australian Local Government Fleet for 10 years. Previous to this he spent 13 years within private sector, managing fleet and logistics operations throughout the UK for Rail; Gas; Communications and Renewable Energy sectors.

Thomas spent much of 2017 coordinating the restoration and replacement of workshops and fleet for a NSW Government, lost and damaged during the cyclone Debbie floods; in recognition of his efforts in the coordination of procurement processes during disaster recover, he was awarded Highly Commended in the NSW Local Government Procurement Professional of the year.

In his current role as Manager Plant Fleet Services at Logan City Council, Thomas and his fleet team have embarked on the journey of helping to manoeuvre the city towards its vision of being an ‘Innovative, City of The Future’; identifying innovation and leadership development opportunities to ensure the Fleet branch is a significant contributor to an already high achieving organisation.

Ross Moody

Ross has been leading the IPWEA Plant & Vehicle (Fleet) management program since its inception in 2003. His passion for plant & vehicle management stemmed from his 28 years working in local government, the last 13 as a Director of Infrastructure with responsibility for Fleet.

Ross was instrumental in development of the IPWEA best practice Plant & Vehicle Management Manual and the Fleet Management Certificate. He holds a Batchelor of Engineering (Civil), Graduate Diploma in Business and Certificate IV in Training & Assessment.

Ross has also worked as a consultant primarily in the area of Plant & Vehicle Management.

Robert Wilson

Rob is Manager IPWEA FLEET with primary responsibility for the development and delivery of training and resources to support the IPWEA FLEET Community.

Rob has over 30 year’s experience in Fleet Management, Asset Management and Procurement and continues to work as a consultant to the Fleet Management industry.

Rob holds qualifications in Mechanical Engineering, an MBA in Technology Management and is a qualified VET Trainer and Assessor.

Ken Goldberg

Ken Goldberg, as Managing Director of Modus Management (www.modus.management), helps aspiring businesses maximise their potential. Working with business managers and leaders, he combines a grounded analytical approach with focus on practical implementation to achieve substantive results.

Ken has a significant fleet industry involvement and currently serves as a Queensland Chapter Committee Member with the Australasian Fleet Management Association. He draws on a wealth of industry and technical knowledge having previously been General Manager in Asia-Pacific for a prominent UK-based software company specialising in enterprise-level fleet and asset management solutions.

He has also been both Regional VP and GM in Asia-Pacific for a leading US-based Software-as-a-Service provider who pioneered on-line business-information sharing, collaboration and workflow solutions.

Prior to this, Ken has built a successful business partnering with companies specialising in electronic data interchange and data storage/retrieval solutions. Ken holds a Master of Management degree from University of Southern Queensland, a Bachelor’s degree in Business Administration with concentration in Management from California State University, Fullerton and is a graduate member of the Australian Institute of Company Directors.

Stephen Haughey

Stephen has worked in Fleet Management and Consultancy both locally and internationally and has over 30 years' experience in fleet management consultancy covering the full range of fleet operations in both the mining and commercial sectors. He has also worked as a Management Consultant specialising in Change Management and Corporate Governance

Stephen is the highest qualified Four Wheel Drive trainer in Australia and the only Four Wheel Drive Trainer in Australasia certified by the International Four Wheel Drive Trainers' Association as a Master Trainer He is also the only Four Wheel Drive Trainer in Australia certified by Tread Lightly as a Master Tread Trainer.

Stephen holds an MBA, is a Graduate of the Australian Institute of Company Directors as well as a Justice of the Peace (Qualified) and holds a Cert IV in Training and Assessment, Cert IV in Occupational Health and Safety Cert III in Investigative Services Cert II in Security (operations) and has completed the IPWEA Fleet Management Certificate He is also Qualified in the Australasian Inter Service Incident Management System.
