Brenton is the Chair of IPWEA SA and has spent more than two decades in local government engineering, most recently leading infrastructure delivery across metropolitan Adelaide.

His work focuses on long-range asset planning, and he has chaired the state division's technical advisory group since 2021.

Nick Champion has spent much of his working life advocating for workers’ rights and representing his local community. Mr Champion served as Shadow Assistant Minister for Manufacturing and Science and was Deputy Chair of the Joint Standing Committee on Foreign Affairs, Defence and Trade having served as the Member for Wakefield and Spence from 2007. Mr Champion resigned from Federal Parliament to contest the State seat of Taylor at the 2022 State Election. Upon his election to State Parliament, Mr Champion joined the Malinauskas Labor Government’s Cabinet, holding the portfolios of Housing and Urban Development, Housing Infrastructure and Planning as he strives to deliver more housing for South Australia.

Alex Czura is Arup’s SA Energy, Water & Environmental Manager with 20 years of experience in sustainability, water security, and integrated water management. He specializes in creating resilient, liveable communities through innovative water solutions, policy integration, and collaboration across government and industry. Passionate about fit-for-purpose water use and emerging technologies, Alex drives strategies that enhance water efficiency and support growth while addressing climate and infrastructure challenges.

Christopher Hanna is the Director of Social Capital Advisory, an Adelaide-based firm advising across infrastructure, energy and government. His work spans transmission and energy policy, government engagement and asset-intensive sectors. He developed LGA-AMP, a renewal-planning engine for council building portfolios that models climate-adjusted deterioration across hundreds of simulated futures and optimises renewal spend under fixed budgets — with community priorities weighted in transparently

Steve is an Emeritus member of IPWEA with over 35 years' experience in infrastructure and asset management across public and private sectors. He is active on multiple standards committees and working groups, and serves as IPWEA's representative on the Global Forum on Maintenance and Asset Management. Steve applies strong planning, risk, and funding approaches to support sustainable service delivery. He has also contributed to research and infrastructure performance reporting initiatives that strengthen evidence-based decision-making. He brings practical insight, broad experience, and a commitment to mentoring others in developing asset management capability.

George Kamencak GAICD is the Executive Director, Delivery, Evaluation and Enforcement at the Essential Services Commission of South Australia (ESCOSA). He has over 25 years’ experience as an executive leader, lawyer, regulator and board member, with particular experience in corporate governance, competition, consumer and regulatory law, gained in private practice and senior regulatory roles. 

George leads the Delivery, Evaluation and Enforcement Group at the Commission, whose functions include: 

•  Regulatory Schemes and Compliance, including:
  • compliance monitoring and strategies
  • Retailer Energy Productivity Scheme (REPS) administration, and the Firm Energy Reliability Mechanism (FERM), and
  • licencing. 
• Investigations and Enforcement
• Regulatory Performance and Advice, including:
  • monitoring and evaluating the performance of regulated entities, and
  • advice to Local Government.

George holds a Master of Law and Management, Graduate Certificate in Legal Practice, a Graduate Certificate in Compliance and Risk Management, and is a Graduate of the Australian Institute of Company Directors.

Greg Salmon is the Manager of the Project Management Office at the City of Tea Tree Gully, where he leads the delivery of strategic infrastructure projects. Since joining the organisation in 2021, the CTTG PMO has overseen the planning and construction of several major community facilities, including the Harpers Field redevelopment, Tilley Clubroom upgrade, Modbury Sporting Clubroom, TTG Gymsports, and TTG Tennis Clubroom redevelopments. In 2026 the team completed a major upgrade of the historic Tea Tree Gully Township streetscapes and parks.

Appointed Manager of the PMO in 2023, Greg established the office from the ground up, implementing a new project management framework and reporting system. His team now manages all new and upgraded asset projects from initiation through to completion.

Prior to his current role, Greg held senior positions at the City of Marion, where his team delivered key projects such as the Edwardstown and Morphettville Oval redevelopments, and contributed to the $174 million Oaklands Crossing project. He also led strategic planning initiatives including the Open Space and Smart Cities Plans.

Greg’s earlier career at the City of Playford included roles in urban planning, development assessment, and project management, notably leading the Northern CBD redevelopment and securing significant Commonwealth funding.

He holds a Graduate Diploma in Urban and Regional Planning from the University of South Australia, a Bachelor of Design Studies from the University of Adelaide, and a Diploma in Project Management.

His work reflects a commitment to delivering high-quality community assets that support local growth and wellbeing.

John, is an IPWEA fellow, member of IPWEA’s National Asset Management Committee, and past SA Board Member. Currently John is General Manager, City Infrastructure at the City of Salisbury. He is an energetic, hands on, leader, demonstrating strong strategic decision making, and a passion for innovation and improvement. John’s senior line and consulting experience cover both private and public sectors.

Dr Tim Johnson is Director of TREENET, Australia’s leading not-for-profit organisation dedicated to urban forest research, education and collaboration to better connect communities and nature. With a career spanning more than four decades Tim brings a rare combination of engineering, arboricultural and environmental education, practice and research to the challenge of creating healthier, greener and more resilient cities. He holds a PhD in civil engineering and qualifications in horticulture (arboriculture), applied science, management and education. Through his research and work with councils he has helped to integrate green infrastructure into urban projects, combining civil engineering and horticultural expertise to support more sustainable green, grey and blue infrastructure outcomes.

Tim has authored and co-authored scientific publications and conference papers. He has presented at conferences and seminars across Australia and overseas to share practical, research-informed approaches to integrating trees into urban environments. His work bridges engineering and arboriculture to improve outcomes for both built infrastructure and the urban forest. Ever passionate about bringing nature back to cities and towns, Tim continues to investigate innovative ways to improve tree health, longevity and performance so they can thrive in built environments. His work champions green infrastructure as essential urban infrastructure, delivering environmental, social and economic benefits for communities.

Stephen Yarwood is an Urban Futurist and former Lord Mayor of Adelaide, bringing decades of expertise at the intersection of planning, policy, and urban innovation. Stephen's academic foundation is broad and rigorous, encompassing a Bachelor of Arts in Planning, Graduate Diplomas in both Regional & Urban Planning and Environmental Studies, and an MB, all from the University of Adelaide. His professional credentials are equally distinguished; he is an award-winning member of the Planning Institute of Australia and holds membership in the prestigious Academy of Urbanism.

Before stepping into the role of Lord Mayor, Stephen accumulated wide-ranging experience across state government, parliament, local government, and international contexts, working as a planner, researcher, educator, and speaker. His planning portfolio spans the full spectrum from high-level strategy to on-the-ground implementation, encompassing major projects across diverse land uses and a broad array of environmental, economic, community, design, and development challenges.

Jon Whelan is the Chief Executive for the South Australian Department for Infrastructure and Transport with over 40 years of extensive experience with the Department. Accountable to the Minister for Infrastructure and Transport, Jon is responsible for the delivery of over $25 billion of social and transport infrastructure, over the forwards, all aimed at improving the lives of South Australians, including those in regional South Australia. This includes the delivery of the largest and most complex road infrastructure project undertaken in South Australia’s history, the $15.4 billion, North-South Corridor, River Torrens to Darlington Project.

Shraddha is an experienced Civil Engineer specialising in transport planning and traffic engineering, with a proven track record of delivering strategic and technical outcomes for government and industry. She brings strong expertise in developing integrated transport plans, managing complex infrastructure projects, and providing evidence-based solutions. She is recognised for producing high-quality technical outputs and balancing technical, urban design, and policy considerations to create safe, efficient, and sustainable transport networks. Her solutions adopt a whole-of-life approach, addressing current challenges while proactively considering the impacts of future growth and changing demands.

Andrew Excell has over 30 years experience in the areas of regional road operations, delivery of major infrastructure projects, metropolitan road network management and Portfolio, Program and Project Management. He has held various roles in Senior Management within the Department for Infrastructure and Transport from the Regional Manager Metropolitan Region, Manager of Traffic Operations including the Traffic Management Centre, Director of the Portfolio, Program and Project Management Office, Director, Transport Network and Investment Strategy and currently Deputy Chief Executive/Executive Director, Transport Strategy and Planning Division. In his current role Andrew is accountable for the development of longer-term strategies for the development of the transport system to improve mobility and productivity across South Australia and for developing a pipeline of viable infrastructure projects.

Moira is the co-founder and CTO of Digital Content Analysis Technology (D-CAT), a remote sensing company based in Adelaide and Scotland which provides data intelligence to public authorities and businesses with critical assets, infrastructure and natural capital. D-CAT’s automated data services worldwide provide cost-effective monitoring, alerting and reporting at scale of assets, natural hazards, and ESG data. A Chartered Engineer, Moira has built technology businesses and worked in the private and public sectors and academia.

Ashay is passionate about capacity building in governments and is an International Advisor to GFOA (Government Finance Officers Association of the USA) and Co-Founder of Modelve – a strategic asset modeling platform. He is passionate about the art of storytelling in long term asset plans – so finance, engineering and climate scientists collaborate to bring their combined stories to life.

Brendon Lyons is a nationally recognised asset management leader with 20+ years' experience in local government, asset management advisory, and international project delivery. A Fellow of IPWEA and the Institute's SA Professional of the Year for 2024/25, Brendon is Coordinator Asset Management at the City of Charles Sturt. He previously led National Local Government Advisory at Egis Oceania, and has worked in senior asset management roles at The City of Marion and The Barossa Council. He formerly served on the IPWEA Asset Management Committee, contributing to international reviews of the ISO 550XX standards, and has contributed to IPWEA's flagship publications, the Green Infrastructure Management Manual and the Climate Resilient Infrastructure Guideline. Brendon is based in Adelaide, South Australia.

Whendee Young is an experienced engineering professional with over 25 years’ experience in water, environment, sustainability and major projects. Holding senior and executive roles within State and Local Governments she brings deep expertise in bridging infrastructure planning, design, construction, and operations.

Madeleine is a Principal at Sproutt Engineering, with more than 20 years of experience across State and Local Government and the consulting sector. She specialises in transport and infrastructure strategy, asset management, network planning and project delivery, with a strong focus on relationships and working collaboratively with clients and multidisciplinary teams.
