Whendee Young

Whendee Young is a highly experienced engineering professional with over 25 years’ experience across water, environment, sustainability, major projects and local government. She has held senior executive roles and brings deep expertise in bridging infrastructure planning, design, construction and operations. Whendee is motivated to contribute to IPWEA SA’s mission of strengthening professional capability, knowledge sharing and innovation, and is passionate about supporting sustainable outcomes that enhance community wellbeing.

Govind Narayan

Govind Narayan brings over 20 years’ experience in infrastructure management across local government and the not‑for‑profit sector. His background spans infrastructure strategy, capital works delivery, governance and finance, supported by qualifications in infrastructure management, business and accounting. Govind is passionate about strengthening sector collaboration, supporting regional councils and promoting evidence‑based asset management, and is committed to advancing IPWEA’s role as a leader in best practice and professional capability.

Simon Keith

Simon Keith is a previous board member and current Branch Committee member who continues to actively contribute to IPWEA SA. With experience across both the public and private sectors, he offers practical, well‑considered advice informed by his background as a public works professional. Simon is motivated to continue supporting the Branch through constructive input and ongoing commitment to the organisation’s improvement.

Mark Fox

Mark Fox is a civil engineer and experienced leader with an extensive background delivering major infrastructure programs in the United Kingdom, including multi‑billion‑dollar national road networks. Since migrating to Australia, he has worked with the City of Port Adelaide Enfield, driving improvements in delivery, accountability and safety culture. Mark is motivated to contribute his international experience, strategic leadership and collaborative approach to IPWEA SA and to build strong professional connections across the sector.

Paul Di Iulio

Paul Di Iulio is the Chief Executive Officer of the City of Campbelltown and a long‑standing member of IPWEA, with over 30 years of involvement in the organisation. He has previously served as National President and State President of IPWEA (SA) and is an Emeritus Member. Paul is motivated to return to active involvement to support the continued growth and long‑term success of the SA Branch, offering exceptional leadership, governance and institutional knowledge.

Ben Clark

Ben Clark has nearly 10 years’ experience serving on the IPWEA SA Board and Committee and is deeply passionate about member engagement and professional events. As the current IPWEA Australasian President, he brings valuable national insight and leadership. Ben is motivated to continue supporting IPWEA SA through event curation, strategic guidance and strengthening the organisation’s contribution to the public works community.

Kieren Chappell

Kieren Chappell has more than 18 years of local government experience spanning development engineering, asset management, economic development and financial management, along with previous consulting engineering experience. He has also served on regional and council committees, bringing strong governance and strategic planning skills. Kieren is motivated to give back to IPWEA SA after many years of membership and values the opportunity to represent regional local government perspectives and support the future direction of the Branch.
