In regards to property stormwater connection into council system, my council requires Q before = Q after development. This guideline can be questionable to any consultant on what basis.
I notice few councils have different guidelines of permissible site discharge (PSD) ie: l/s / m2, Q etc.
I hv data of % property parcel-road-park, flood study, pipe capacity can become basic information to reset PSD.
To make PSD guideline, my question is what is the next model / formula to calculate PSD in urban renewal? Thank you.
