Hi Susan
I believe the legalities are are only one aspect. These zones are there for a purpose, most likely safety so stopping there is questionable but need to use some common sense, particularly the timing. The other consideration is the 'look' of Council/Contractor's vehicles stopping in these areas and to me that was a major consideration. Inevitably a local has been booked for stopping/parking in that location and seeing a Council/Contractor doing the same can lead to resident dissatisfaction with Council.

Hi Susan
Garbage trucks are exempt under Section 313A of the Road Rules. The wording of Section 313A varies from State to State but effectively has the same provision.

Subject: Garbage collection vehicles and no stopping zones
Hi,
Can anyone provide information regarding the legality of garbage collection vehciles standing in no stopping zones to empty bins? There does not seem to be any exemption in the road rules, and on the face of it seems the driver could be conisidered guilty of a parking offence? Can anyone offer advice as to how garbage vehilces could legally operate in no stopping zones? Thanks.
