About the FLEET Council

A handpicked advisory committee of fleet experts from around Australia created to provide guidance in best practice plant & vehicle management and to support the IPWEA Fleet program.

The primary role of the Fleet Council encompasses:

  • Creating standards
  • Developing products & resources to meet fleet practitioners and operators needs
  • Providing fleet program direction
  • Peer review for all new IPWEA FLEET products and services

Thomas Brayley

Thomas has worked in Australian Local Government Fleet for 10 years. Previous to this he spent 13 years within private sector, managing fleet and logistics operations throughout the UK for Rail; Gas; Communications and Renewable Energy sectors.

Thomas spent much of 2017 coordinating the restoration and replacement of workshops and fleet for a NSW Government, lost and damaged during the cyclone Debbie floods; in recognition of his efforts in the coordination of procurement processes during disaster recover, he was awarded Highly Commended in the NSW Local Government Procurement Professional of the year.

In his current role as Manager Plant Fleet Services at Logan City Council, Thomas and his fleet team have embarked on the journey of helping to manoeuvre the city towards its vision of being an ‘Innovative, City of The Future’; identifying innovation and leadership development opportunities to ensure the Fleet branch is a significant contributor to an already high achieving organisation.

Marc Sibbald

Marc started in fleet as a motor mechanic and used his technical training to explore many different parts of the automotive industry. Roles have included sales and marketing at Ampol, operations at SG Fleet and more recently in leadership positions with global tyre brands Bridgestone and Hankook.

In 2015 Marc started Fleet Auto News as a way to share stories about the people that have chosen Fleet Management as their profession, and the organisations that support them to reduce emissions, keep people safe on the road and strategically manage their assets.

Ross Moody

Ross has been leading the IPWEA Plant & Vehicle (Fleet) management program since its inception in 2003. His passion for plant & vehicle management stemmed from his 28 years working in local government, the last 13 as a Director of Infrastructure with responsibility for Fleet.

Ross was instrumental in development of the IPWEA best practice Plant & Vehicle Management Manual and the Fleet Management Certificate. He holds a Batchelor of Engineering (Civil), Graduate Diploma in Business and Certificate IV in Training & Assessment.

Ross has also worked as a consultant primarily in the area of Plant & Vehicle Management.

Ken Goldberg

Ken Goldberg, as Managing Director of Modus Management (www.modus.management), helps aspiring businesses maximise their potential. Working with business managers and leaders, he combines a grounded analytical approach with focus on practical implementation to achieve substantive results.

Ken has a significant fleet industry involvement and currently serves as a Queensland Chapter Committee Member with the Australasian Fleet Management Association. He draws on a wealth of industry and technical knowledge having previously been General Manager in Asia-Pacific for a prominent UK-based software company specialising in enterprise-level fleet and asset management solutions.

He has also been both Regional VP and GM in Asia-Pacific for a leading US-based Software-as-a-Service provider who pioneered on-line business-information sharing, collaboration and workflow solutions.

Prior to this, Ken has built a successful business partnering with companies specialising in electronic data interchange and data storage/retrieval solutions. Ken holds a Master of Management degree from University of Southern Queensland, a Bachelor’s degree in Business Administration with concentration in Management from California State University, Fullerton and is a graduate member of the Australian Institute of Company Directors.

Stephen Haughey

Stephen has worked in Fleet Management and Consultancy both locally and internationally and has over 30 years' experience in fleet management consultancy covering the full range of fleet operations in both the mining and commercial sectors. He has also worked as a Management Consultant specialising in Change Management and Corporate Governance

Stephen is the highest qualified Four Wheel Drive trainer in Australia and the only Four Wheel Drive Trainer in Australasia certified by the International Four Wheel Drive Trainers' Association as a Master Trainer He is also the only Four Wheel Drive Trainer in Australia certified by Tread Lightly as a Master Tread Trainer.

Stephen holds an MBA, is a Graduate of the Australian Institute of Company Directors as well as a Justice of the Peace (Qualified) and holds a Cert IV in Training and Assessment, Cert IV in Occupational Health and Safety Cert III in Investigative Services Cert II in Security (operations) and has completed the IPWEA Fleet Management Certificate He is also Qualified in the Australasian Inter Service Incident Management System.
