Assessment Scheme Apply for Accreditation

Under the state government’s co-regulatory model, registration under the Professional Engineers Registration Act 2019 (PER Act) is a 2-step process:

  1. Assessment entities will:
    • assess an applicant’s qualifications and experience under an Assessment Scheme approved by Victoria’s Business Licensing Authority
    • assess an applicant’s continuing professional development activity under an approved Assessment Scheme (for registration renewal only)
  1. The Business Licensing Authority will:
    • approve and revoke the approval of assessment schemes
    • receive advice from an assessment entity regarding an applicant’s qualifications, experience and CPD activity to determine applications for registration and renewal (probity checks inclusive of criminal history checks and matters relating to fitness to practice)
    • maintain a Register of Professional Engineers, including changes following disciplinary action (with assistance from Consumer Affairs Victoria and the Victorian Building Authority)

IPWEA Victoria operates a BLA-approved Assessment Scheme and will accept and assess applications from anyone seeking registration in the civil area of engineering, however we are unable to provide endorsement to practise as a professional engineer in the building industry. Application requirements are set out in our Assessment Scheme and applications will be accepted from IPWEA members and non-members.

Our Assessment Scheme does not require participation in any member certification scheme. Applicants with membership of a scheme operated by an assessment entity that purports to have entry requirements equal to or higher than the prescribed qualification and experience or competency requirements (e.g. Engineers Australia or Professionals Australia) should approach the assessment entity operating that scheme.

Important announcement from the BLA (14 September 2022)
We are aware that engineers who have not yet been provided with an assessment report may intend to not apply to the BLA for registration until they receive the assessment report. We confirm that any engineer working in the area of civil or structural engineering that has not applied to the BLA prior to 1 October 2022 must not provide professional engineering services in accordance with the Professional Engineers Registration Act 2019 until they are registered with BLA.

To ensure they are able to continue providing professional engineering services beyond 1 October 2022, engineers are encouraged to lodge an application with the BLA prior to this date even if they are still awaiting their assessment report. Applications can be lodged using this link: Registration and endorsement steps - Consumer Affairs Victoria. In lieu of an assessment report, engineers will need to upload a confirmation or receipt document demonstrating they have lodged an application for assessment in the “Qualifications and Assessment Report” section prior to 1 October 2022. Staff assisting the BLA will then reserve their application until such time as they receive their assessment report. Once received, engineers will need to go back into the myCAV system and upload their assessment report for the BLA to finalise their registration application.

  • Current photographic identification (Driver’s Licence or Passport)
  • Washington Accord accredited Engineering degree (verify accreditation here)
  • Curriculum Vitae (4 pages max.)
  • Applicant Statement (6 pages max; download template here)
  • Referee Statements x 2 (6 pages max; download template here)
    • 1 Statement to be from a registered civil engineer (or a civil engineer eligible for registration) you have worked with for at least one year
    • 1 Statement to be from someone who has managed/supervised you for at least one year
