The IPWEA Victoria recently celebrated significant achievements in public works engineering with the presentation of Engineering Excellence Awards at its annual Conference. A highlight of the event for delegates is the Awards Presentation Dinner, where public works projects and people from across Victoria are showcased and recognised for their innovation, achievement and the positive impact they have for their municipalities.

Excellence in Public Works Project $0-$2M

Winner: City of Greater Geelong, Seagull Paddock Pedestrian Bridges

Built and developed by local manufacturer AustEng and opened in April 2021, the construction of two new geo-polymer concrete fibre reinforced bridges in Seagull Paddock, North Geelong is a world-first for pedestrian bridges.

The bridges are the outcome of a multi-year project by the City of Greater Geelong using the procurement for innovation process to obtain a new replicable pedestrian bridge design with zero maintenance over the 100+ year design life. Innovation in the structures extends beyond their lifespan to include environmental sustainability of materials used, resistance to fire & chemical damage and recyclability at end of life.

Excellence in Public Works Project $2M - $5M

Winner: Yarra Ranges Council, Warburton Water World

Warburton Water World is located at 20 Woods Point Road, Warburton, next to the Warburton Caravan Park. The park opened in September, 2020, following years of community engagement to establish the community vision for this parcel of public land following the closure of the Warburton Outdoor Pool in 2009/10.

Warburton Water World brings to life the community vision for a place for families and the community to gather and recreate which includes a regional level play space, water play park and event space.

Excellence in Public Works Project > $5M

Winner: Warrnambool City Council, Reid Oval Redevelopment

The Reid Oval Redevelopment Project has seen Warrnambool’s Reid Oval become one of Regional Victoria’s premier sporting precincts. The project has transformed the field of play into a first-class surface accommodating both cricket and football. ​ Upgraded, dimmable lighting has been incorporated allowing for both training and night play, and the lighting scope has expanded to include the adjacent netball facility, rounding out the precinct. The multifunction pavilion incorporates function areas and catering facilities, game day spaces for coaches, media and timekeepers, upstairs. Downstairs the fully customisable amenity caters to age and gender diversity for players and umpires alike.

Excellence in Innovation - Metropolitan

Winner: Melton City Council, Asset Plan 2021-31

Melton City Council’s Asset Plan 2021-31 has been prepared in accordance with the Local Government Act 2020 and was adopted by Council in September 2021. The Plan incorporates a suite of strategic asset management documents including the Asset Management Policy, Asset Management Strategy and the Transport, Stormwater, Open Space and Building Asset Management Plans.

Section 92 of the LG Act requires Councils to develop the Asset Plan in accordance with its deliberative engagement practices. This Plan has been developed with the support of strategic asset management specialists and key internal stakeholders, together with extensive consultation with the community and Councillors.

Emerging Public Works Leadership Award

Winner: Thomas Hall, Warrnambool City Council

Thomas has worked at Warrnambool City Council for 13 years in various roles, including Design Engineer, Technical Officer and Projects Engineer. He has planned and delivered a number of significant projects for the community including the Saleyards Livestock Roof and Reid Oval Redevelopment.

The example Thomas sets through his work ethic, diligence and leadership makes him a worthy winner of this award.

Public Works Leadership Award

Winner: Steven White, Whitehorse City Council

Steven has served with distinction at several Victorian Councils in increasingly senior roles and continues to mentor junior staff & develop systems and processes to ensure efficient service delivery to the communities for which he works.

He has been an IPWEA Victoria member since 1994 and was a Board member from 2010-2012. Steven has been a member of the NWEC Conference Committee since 2002 and received a Municipal Engineering Foundation Victoria Study Tour Scholarship in 2013.
