Optional Live Q&A webinar sessions scheduled 2:00pm (MDT) each Thursday (2:00pm MST after November 5th). These provide an opportunity to ask questions and discuss aspects of Asset Management with the course mentors and your peers. These sessions are recorded and are available where scheduled times not suitable.

*FCM eligibility & conditions:

  1. Canadian municipal staff and elected officials, individuals employed by a not-for-profit corporation that has an infrastructure-related shared services agreement with a municipality (e.g. utilities, transit
    authorities, conservation authorities, etc.) and individuals employed by an Indigenous community that has a shared services agreement with a neighbouring municipality, or elected officials from that Indigenous community.
  2. Maximum six eligible participants per local government or other eligible entity as listed above per course at subsidized price. Organizations are able to register additional participants for the same cohort at regular price. Contact us for more information.
  3. Submission of a signed letter of commitment and support to undertake the course from the municipality (template will be provided at the commencement of the course)
  4. Participants will be required to complete the following deliverables and they will be reported to FCM: a) Initial and final Asset Management Readiness Scale (AMRS) (participants from the same local government or other eligible entity as listed above enrolled in a course must complete these as team) b) Asset Management Plan completed by the individual participant c) an individual capability assessment, d) an individual course evaluation

      This initiative is offered through the Municipal Asset Management Program, which is delivered by the Federation of Canadian Municipalities and funded by the Government of Canada.

      Course Objectives + Outcomes

      Course Objectives:
      • Master the key concepts of asset management planning
      • Learn how to compare asset lifecycle costs and planned budgets
      • Communicate the consequences, related to levels of service and risk, associated with a planned budget or long- term financial plan
      • Explain the role of the asset management plan related to integrated planning, including long term financial plans, climate adaptation plans and strategic plans
      • Apply the IPWEA NAMS+ asset management tools and templates
      Course Outputs:
      • Successful completion of the course - "Professional Certificate in Asset Management Planning"
      • A draft Asset Management Plan with Improvement Plan (one asset class)
      Learning Outcomes:
      • Articulate the benefits of an asset management plan
      • Choose the applicable data for renewal planning methods
      • Collate, upload, edit and report on AM data
      • Interpret the AM figures, graphs and reports
      • Communicate service and risk consequences
      • Document customer and technical levels of service
      • Document risk register and risk management plan
      • Develop demand management options and priorities for capital works
      • Prepare a draft asset management plan
      • Connect the AM plan expenditure projections to a long-term financial plan
      • Identify and document areas for improvement of the AM plan

      This will be an intensive but practical and rewarding course consisting of 7 Modules, with a new module each week after commencement. When the course closes it will no longer be monitored by facilitators but will be archived and remain accessible in "read-only" mode for 12 months.

      Todd worked 29 years in municipal government with 21 years as a senior manager. He was instrumental in the development of a work order and geo-database repository for all park assets. This system supports capital life cycle decisions and improvement to levels of service. He has extensive knowledge in parks operation, strategic planning performance measurement and service improvement. He obtained a B.S.A & M.Sc. in entomology from the University of Manitoba.

      Nicole is the Executive Director of NAMS Canada, and has delivered asset management training and support to municipalities and government organizations across Western Canada since 2011. Nicole is a civil engineer, having graduated from the College of Engineering at the University of Saskatchewan. She has wide-ranging experience working in the areas of strategic planning, asset management, transportation, and land development. Nicole has worked extensively in both the rural and the urban sectors throughout western Canada and beyond. She holds a Masters of Engineering in Infrastructure Management.

      CPD + Certification

      CPD Points

      On average, each module will take approximately 2-3 hours to complete the mandatory learning activities. Additionally, you will be required to complete your final assignment, a draft Asset Management Plan incorporating an Improvement Plan. Your final assignment may take 20-30 hours to complete, depending upon the size and readiness of your asset management information.

      An optional 45 minute live Q&A session is scheduled each module, providing an opportunity for you to ask questions and discuss key concepts of asset management with a mentor.

      Total estimated 50 – 60 hours (depending on available data & previous experience).

      Upon successful completion of the program, you will be awarded an IPWEA Professional Certificate in Asset Management Planning.

      What qualification is awarded for the IPWEA Professional Certificate in Asset Management Planning?

      The IPWEA Professional Certificate in Asset Management Planning is a short course which is practitioner based and focused. A professional certificate is awarded by IPWEA upon successful completion of the course. Successful candidates may use the postnominals: ProfCertAM if they choose to do so. E.g. J.Citizen ProfCertAM.
