Hi Meresaini.
AS 4852.1—2009 relates to fixed VMS and AS4852-2-2009 relates to portable signs. Various Australian jurisdictions have their own guidelines, which you can access by Googling "VMS guidelines". The NZTA .has Guideline and reference manual for variable message signs, NZ Transport Agency (formerly Transit New Zealand), December 2006.
Hope that helps

Subject: Electronic Advertising Bill Board located alongside urban roads
Hi All,
Are there any standards available for electronic bill boards erected alongside a road within the urban area. Standards in relation to lighting brightness and also appropriate colors to use near traffic lights to avoid accidents. So far there has been one minor accident in which the driver stated 'he mistakenly entered the intersection after reading the electronic bill board advertisements contain green and red colors, located at a Traffic Signal intersection while waiting for the green lights.
Any thoughts on the topic will be very much appreciated
Meresaini
