Project Management Framework

    I'd be interested to find out if any councils are using a Project Management Framework to manage the process to develop/deliver/review their capital works program.  If the PMF has been developed in-house or via engagement of a third party? and/or if you have found the use of a generic or tailored PMF useful.  If there are any known third parties we could engage with to determine if assistance can be provided to develop a specific PMF for Moorabool Shire Council.

    Any feedback would be appreciated.

    Ewan,

    MidCoast Council has commenced the process of building a Project Management Framework.  The current focus is on projects being delivered by the Infrastructure and Engineering Division, with a view of the framework being flexible enough to be utilised by the other Council Divisions.  This framework is being developed in-house so that we own it, and thus live and breath it every day.

    Last Friday when we hosted the MNC IPWEA Group Meeting, one of my team gave a quick presentation on where we are up to.  The attached is the slide show utilised in the presentation.

    IPWEA NSW have a working group focused on Project Management as well and they are starting to push out documentation that will be relevant as well.

    Hi Ewen,
    I suggest you speak to the City of Stirling, Perth WA. They introduced project management around 5 years ago (we did a lot of work on it including training and certification and system implementation) and invested heavily in MS Project for looking to have infrastructure projects and strategic plans developed in a PM lifecycle.

    Try Sean Smith in the strategic planning area, he has been across it from the inception.

    Hi Ewen,

    City of Greater Bendigo have been applying our own custom-built PMF since Feb 2020 after months of in-house development work done in conjunction with our organization. We visited Eilis down at Wyndham and were positively inspired (thanks Eilis!).

    An overview of our PMF is attached; it is a principles based framework based on PMBOK. The work to keep this framework in flight and embraced by the org continues, as does building capability across the org and continuing to drive organisational change in the capital space. The key for us has been strong leadership in the benefits of good PM.

    I welcome a conversation any time.

    Well done for getting the Project Management Framework up and running.  The Tasmanian Government has a really good document on PM.

    Hi Ewan,

    Port Macquarie-Hastings Council has a whole of Council Project Management Framework in use. We use it heavily in our Capital Works delivery team with other divisions having various levels of use depending on project size. Ours was built in house and is based on the ISO 21500-International Project Management Standard. Our PMF is critical for our project delivery and keeping our internal sponsors on board and engaged.

    Would you be able to share PMHC's Project Management Framework.  QPRC are part way through developing a PMF and it would be good to have a comparison.

    I also thought the IPWEA NSW Project Management Panel was going to work on a standard PMF for council's.  I have not heard what progress has been made on this to date.

    We are in the process of a Capital Works/PM restructure (to give it a name) and we are on the cusp of going live with a PM database (Camms).

     

    We would like to share experiences/lessons learned.

    Hi,

    Have been following this thread with some interest as we are currently ​putting together a project management framework as well.
    If anyone has examples of what they have used before that they'd be willing to share, I'd really appreciate it.

    Be good to see how everyone else's frameworks are formed, what is working well and what could be being done better.
