Prior to Mackay, I used the Plant Assessor, electronic Pre-start. I had all the problems you have experienced and the digital electronic version fixed most of them. We switched to the app version not long before I left and the operators were quite receptive.
You still get those who do the old 'tick and flick' at the end of the day or at some other time during the day but with the electronic version you have an audit trail to catch those who aren't doing it in line with procedure. You can set up the operator to only see his/her machine and the supervisor to see all machines in their group.
In addition to what Richard has expressed, another advantage that we found was that the supervisor would also get a notification of the pre-start being completed - or not, and could follow up with the operator immediately.
You can set the system up to immediately notify the W'shop should an item go 'red', with text and pictures if necessary, so the fault can be diagnosed and actioned. The pre-start is also specific to the type of machine and records a date and time that the pre-start was completed plus you can use the clock reading to confirm in the fleet system. Everything is recorded.
Others may be using some other systems – I believe there's a few around now, but the Plant Assessor system integrated with our use of Plant Assessor for risk assessments. It's easy to use, improves your downtime figure and covers you off on the compliance question.
