I'm currently working on pricing our sports facilities for users, and I am curious how other Councils calculate user fees, discount rates, and availability.
Within our historic fees and charges we nominate that the services are provided at 30% of actual cost, however I've been unable to find how that is calculated.
I've looked at 2 options:
1. Recovering 30% of total maintenance cost amortised across users based on their total days use in a year
2. Determining a 'day rate' at 30% of actual cost on the basis of 6 days a week availability, and then calculate charges based on the days usage in a year
These 2 methods yield vastly different results, as in a small country town our utilisation is quite low.
I'd love to hear how you calculate them at your Council.
