The precautionary principle or precautionary approach states that if an action or policy has a suspected risk of causing harm to the public or to the environment, in the absence of scientific consensus that the action or policy is harmful, the burden of proof that it is not harmful falls on those taking the action. (source: Wikipedia) Is climate change occurring? Of course it is. Geology tells us that this is part of the cycle that has occurred on this planet forever. Is it occurring at a rate that is beyond the ability of life on the planet to adapt and evolve? Probably. Can local government do anything to change this? Yes. Should we? Of course. What?? That is the question. The answer will be guided by our ratepayers, our elected officials, government policy and hopefully somewhere in there, some common sense.
