    Hi Clare,

    We require the consultants to specify fill requirements on their general notes page on their detailed engineering (construction) plans, as follows:

    FILLING OF ALL PROPERTIES AND ROAD RESERVES MUST BE CARRIED OUT USING APPROVED FILL.  TOPSOIL AND ALL VEGETABLE MATTER MUST BE STRIPPED FROM THE SITE PRIOR TO FILLING.  ALL FILLING TO BE CARRIED OUT IN 150MM LAYERS AND COMPACTED TO 95% MAXIMUM DRY DENSITY TO COMPLY WITH AS3798-2007, SECTION 8.2, LEVEL 1 AND A FILL REPORT MUST BE PROVIDED FROM A NATA REGISTERED SOIL TESTING LABORATORY.

    Hi  Clare

    The "default" compaction requirements of fill are often specified as 95% of its maximum dry density with recommended layer thickness's varying from 150 to 400mm. 
    However, cost effective compaction requirements should really reflect the purpose of the fill and the nature of the material used. 
    For instance :
    Layer thickness can very depending on the size and type of compaction plant as well as the grading of the material. 
    For general fill not underlying structures or infrastructure a target compaction of 90% is often acceptable and cheaper to achieve.
    In some case 98% may be specified under critical structures.
    Compaction and testing of clay fill is different to granular material.
    Vibrating plant should not be used in silt materials.
    Fill placed to form bunds steeper than 1v in 4h may also need to meet other geotechnical criteria related to their stability 

    The UK highway agency has an excellent specification document for earthworks which provides really useful guidance, details and specifications for the placement of fill and other earthwork material.
