Local Government drainage projects - assessment and prioritisation

    Hello all,

    MRC are currently looking at a process to assess and prioritise drainage upgrades across the region using financial and non-financial measures.

    Currently, high level BCR's are able to be produced where flooding impacts buildings through a combination of floor level surveys and flood damage curves. However, for nuisance flooding, where flooding and mitigation do not influence above floor flooding a meaningful assessment is not as straight forward.

    My first question relates to adding considerations into the financial assessment such as loss of trade, does anybody out there have examples of how this has been implemented in their area?

    Second question relates to non-financial considerations, as a first pass some considerations include;
    - traffic safety
    - pedestrian safety
    - extent of property flooding (not above floor levels)
    - property access
    - performance against prescribed levels of service

    Does anybody out there have examples of how this has been implemented in their area or, how these non-financial factors can be given a financial value.

    Thanks in advance for any advice.
