    Good afternoon all,

    I am looking information that may help in justifying unsealed rural roads to full constructed sealed roads.

    We currently have 795 km unsealed and 147km of sealed road network. 90% of township roads are sealed.

    I'm sure there is a lot of policies and methodologies out there that has presented many challenges for councils to consider and adopt.

    There comes a time when we need to consider that some roads will never be sealed unless a Developer show an interest.

    If you are able to assist and provide information for consideration that may have been successful in the past and most importantly supported by elected members would be appreciated.

    Paul You are obviously a country/rural council. You would need at least $200M to seal all your (795KM) unsealed roads. Forget it. What woulkd this be, at least 100 years at your current budget level. The asset management approach says come from another perspective. You need to determine your most critical road assets (some of these might be unsealed) and make sure they provide a good quality safe environment for your drivers. This will most likely lead you to do more with your current key sealed roads and perhaps sealing a couple of dirt roads, which might also fit in with your budget.     Paul, You may be interested in our proven paving fabric PF2 system, which has been used successfully by the Dept Transport on Roxby - Andamooka Rd, and more recently on the Strezlecki. Also used over last 15 years by City of Port Augusta on Shack Rd. System utilises the existing dry weather road base and provides a water proof single coat seal [with adequate side drainage] to maintain low moisture levels in the road base. Approx cost $10.00/sqm.     New Plymouth has developed a spreadsheet based algorithm based on points to prioritise the unsealed roads. This is primarily used for the rural areas. Criteria considered are: 
    Road hierarchy, Traffic count, Traffic growth, Geometric standard, Construction cost, Remoteness, Environmental factors (land use and health - separartion of houses to road) and Funding (external)
    It has been accepted that below a set threshold, unsealed roads will not be upgraded to a sealed suface from public funds.

    I agree with Darron that you have to take an Asset Management approach. However, the AM approach is about delivering the required levels of service at the lowest lifecycle costs, so the answer is NOT to "put up and shut up" but to consider your busiest unsealed road SECTIONS and do a least cost analysis on each of them.     Paul, In strict terms this is only a question that you, your council and your community can answer; particularly your community because it will be they who fund the upgrade works and then the ongoing maintenance and renewal task into the future. But to allow you to make an informed decision, your council needs to develop an objective set of criteria to determine what thresholds must be met in order for a road to get a guernsey - a road hierarchy. These usually revolve around usage - VPD, AADT etc - but may also incorporate the type of vehicles that regularly use the road and any other factor that will have an impact on the road or be impacted by the road's surface. In turn, the impacts of setting these criteria must be communicated to your council and community: set the bar too high and you will have an unhappy community, set it too low and you will find the financial pressures to great. To give you an example, we currently have 200km of road that do not meet the road hierarchy; the upgrade cost would be about $12m. However our community may elect to increase the VPD threshold for a particular category of road and so long as it does not compromise the safety of the public, with the flick of a pen that 200km my be reduced to something far more manageable, a few 10's km maybe.     As per the various replies, a program of unsealed to sealed roads is one of prioritisation and funding.  We will never seal all the roads we want to or the community requests due to lack of funds.  In fact, the Australian Rural Roads Group, based on an IPWEA study, estimates the local road funding shortfall to be $2.8 billion per
     annum (http://austwideruralroadsgroup.com/wordpress_2_9_2/_key_not_found_/wordpress_2_9_2wordpress/wp-content/uploads/2010/12/Australian-Rural-Roads-Groupweb.pdf).  Clearly this funding shortfall will not be solved in the short term, if ever.

    Earthco Projects Pty Ltd may be able to assist to alleviate the main issues and complaints surrounding unsealed roads.  For some years, many Shires around Australia have treated their unsealed roads with PolyCom Stabilising Aid, a product that our customers report generally doubles the CBR of the material and produces a tightly bound surface, reducing maintenance grading on average from 4 times per year down to once per year.  Furthermore, PolyCom Stabilising Aid is not just a product but an asset management system of maintaining unsealed roads.  It requires a very minor change in approach, as PolyCom is used to treat the existing road material, removing the need to resheet with imported gravel.  This makes whole process of unsealed road management highly sustainable.

    Hi Paul,

    As you have rightfully mentioned, it is not always an economic question.  Attached is a framework we have developed for the World Bank.  Although focused on developing countries, it proposed a method of considering both socio and economic aspects.
