    Dear All,

    I would like to know (especially form regional /outback councils) what arrangements do you all put in place for garaging the car during leaseback holder on annual leave. Optional or mandatory?. Any financial benefits Council receive or lose due to such garaging?

    Anil,

    My comment would be to view this issue from the perspective that the asset (car) is a public asset; now ask if it is appropriate to have this asset locked away in a private garage while the user is on-leave.  Would this survive the "pub" test?  Leaseback cars came into existence when the officer's firstly needed a vehicle for work and FBT became applicable, so employee payments were made as a mechanism to offset.  Over the years the arrangement has been messed up.

    My personal view would be no it is not appropriate and you work solutions around this......i.e. whatever charging arrangements may linger.

    Of note, where Council's have eliminated "leaseback" arrangements (usually in lieu of a car allowance for business portion of a vehicle coupled with salary sacrifice arrangements - novated leases) their fleet sized has reduced, liabilities have reduced, and the simple gut pain of someone demanding urgent fixes to "their" car or abusing the asset disappear..........all items Fleet Managers should be doing.

    The vehicle is left at the depot workshop and is used as a pool/spare vehicle.

    Anil,

    Our procedure allows staff to use the leaseback vehicle for up too six consecutive weeks of annual/long service leave.
    If the employee does not wish to use the vehicle while on leave the lease fees can be waived for whole week periods and the vehicle left at the relevant depot for pool use.
    All Council vehicles are provided to assist our service delivery in the first instance and must be available for use by all licenced staff and Councillors for business purposes during normal working hours.

    Here the operator has a choice to either return the vehicle and cease the lease payment for that period or use the vehicle during their time of leave.
    The lease fee is set to recoup the FBT and calculated to be recovered over 48 weeks as most staff return the vehicle during leave periods.
