Grant is the Director Infrastructure Services at Blayney Shire Council, with responsibility for Works, Sewer, Fleet, Asset Management, Parks and Recreation – and has over 20 years experience in local government.

Angela Fry

Angela Fry

Appointed to the IPWEA Australasian Board on 13 October 2021. Angela is a civil engineer with more than 20 years of experience working on a diverse range of projects including high-profile road and bridge construction and flood mitigation works. After beginning her career and a very successful decade at the Queensland Department of Transport and Main Roads, she joined the Faculty of Engineering at the University of Southern Queensland where Angela lectured in the fields of civil construction and project management. Angela then worked for 4 years with the Toowoomba Regional Council as a Principal Project Manager where she worked on a range of infrastructure projects. In 2016, Angela joined GHD Pty Ltd and is now the Manager of the South Qld Roads and Highways team.

She possesses the following formal qualifications:

  • Bachelor of Engineering (Civil)
  • Fellow with Engineers Australasia and IPWEAQ
  • Qualified Justice of the Peace in QLD

Debbie is the Manager Engineering Services at City of Greater Geelong with responsibility of infrastructure and development planning, surveying and design, transportation and project delivery. Debbie possesses the following formal qualifications:

And has over 25 years’ experience in the public works sector in senior roles.

Norbert is the Treasurer of IPWEA (Vic).  He is currently the State Executive Director – Victoria and Tasmania for the Australian Asphalt Pavement Association, responsible for all aspects of member relationship management, training and technical delivery for the regions of Victoria and Tasmania. 

Working with its members, AAPA supports the flexible pavements industry in delivering innovative and cost-effective pavement solutions.

Priyani was appointed to the IPWEA Australasian Board in 2 October 2020.

Priyani has nearly 10 years experience as the National Asset Management Leader within an NZ consultancy with a background in Buildings and Property and a broad Asset Management base spanning all public infrastructure sectors.

Priyani trains in asset management and procurement, is an assessor for the New Zealand Diploma in Infrastructure Asset Management and New Zealand Certificate in Infrastructure Procurement.

Priyani has co-lead the development of the BTechEng degree for Asset Management with Weltec and Massey University, in her spare time Priyani also guest lectures at Massey in Leadership.

Appointed to the IPWEA Australasian Board on 6 October 2021. Dino is a civil engineer with 27 years’ experience in local government and consulting. Having commenced his career in residential land development in Melbourne, Dino worked on projects across a range of industry sectors in Victoria and Tasmania, prior to entering local government 10 years ago. Dino is currently the Director Infrastructure Services at Meander Valley Council in the north of Tasmania.

Andrew Johnson

Appointed to the IPWEA Australasian Board on 13 October 2021. In September 2019, Andrew was appointed Chief Executive Officer of Somerset Regional Council, having previously held the Director Operations and Works Manager roles. As a long-term local government professional, he loves serving the community and building and improving livelihoods. Andrew’s personal vision that gets him out of bed every day is to “Build Bridges to Sustain Communities”. He believes in being a ‘Community Champion’ and promoting a vibrant, cohesive and connected community, providing the foundation for a prosperous lifestyle. His leadership style is to ‘inspire to aspire’, empowering others to bring out their very best, striving for Excellence.

In 2021, Andrew has led Somerset’s new five-year corporate plan and is now responsible for the strategies contained within and operational initiatives identified. Andrew’s emphasis is on accountability and collaboration as he champions growth, leads organisational change and aims to inspire his multi-disciplinary team to achieve objectives. He supports locally responsive and informed decisions focussing on community needs to deliver the highest-quality efficient services and facilities.

Andrew contributes this same focus to his current role on the IPWEAQ Board as Vice President. As a professional engineer, Andrew has a track record ensuring positive outcomes across commercial, financial, and stakeholder-based objectives exceeding community expectations, including those requiring considerable stakeholder engagement. One example is the Brisbane Valley Rail Trail project which won the International IPWEA Project of the Year award in 2019 after winning awards at the IPWEAQ excellence awards in 2018.

Andrew is an RPEQ, IPWEAQ Fellow and has been involved in the sector for over 30 years. He is keen to continue contributing to the IPWEAQ Board. He possesses the following formal qualifications:

  • Masters in civil engineering
  • Management and leadership qualifications
