 I would recommend the  IPWEA - NAMS.AU publication  Building Condition & Performance Assessment Guidelines. Practice Note 3 Buildings

I agree with Peter.

Both IPWEA's Practice Note 3 and the NAMS Property Manual are excellent existing reference guides and provide some very useful detail on building assessments.These are widely accepted as a sound approach to building assessments.  I've seen others in NZ and Australia attempt to develop their own approaches, which may suit their whim of the time but leave them unable to benchmark or compare with their industry cohorts.  IPWEA NZ have been involved in developing metadata standards which encourage an industry approach to grading of assets.

I totally endorse Chris' comments.
And strongly suggest we should all be adopting the IPWEA & NAMS recommendations and advisories, to extebnd Chris' "widely accepted".
Universal acceptance just makes so much sense.
