If a contractor (say) deliberately comprimises a job to cut costs to win the tender, who picks up the liability if the job goes sour?
The attached essay documents the arguments raised by an Environmental Engineer (2012 honours grad NSW) which raises the question: "in practical application, is there a systemic solution?"
